FYI this does happen, a lot. Domestic abuse and sexual assault trials rely heavily on testimony from the victims. If the victims aren't interested in cooperating, there's no case, so the prosecutor doesn't waste time bringing it to trial. You can, in theory, subpoena a victim and force them to testify under oath, but it's a really bad look for a prosecutor to drag a rape victim into a court and force her to relive it.
