Don’t walk alone after dark. Don’t go down poorly lit streets. Don’t wear headphones. Don’t look down at your phone. Etc, etc. I’d argue that this post is satire, because yes, it’s an almost Orwellian exaggeration, but it’s only an exaggeration, not fiction.
