Was this in a public place? A lot of people are not comfortable to be touched that way in public, even if they are in a relationship. I've been with my gf for over 10 years and I still wouldn't grope her ass in public. General rule would be not to go for the second base unless you're already making out heavily in a private place where it could potentially lead to sex.

Join a club, get a hobby, go to church, etc. Doing any of those things just because you want to meet women is also creepy and counterproductive. It's like if you wanted a job and you went into a church hoping to randomly strike a conversation with your future employer. It could happen, in theory, but it's a waste of time. You'd be better off going on online dating sites.

5'10" is above average, and the average is closer to 5'8" depending where you live.
