Words are defined by how they're used. 'incel' can either be used strictly for 'involuntary celibate', or for 'member of online incel communities' specifically, or for as the examples you mentioned, where it's used to describe any misogynistic men. You can never be sure which definition a person uses, so you have to figure it out from context and not make assumptions.

Why is that important? Holding negative assumptions is still unfair to the individuals of any group, and distracts from actual systemic criticism. It's far more constructive and useful to say "There are a lot of actions many men engage in which make the lives of women far worse, we need to look at the cultural attitudes which lead to these acts and not excuse these men's actions." instead of the man-hating, FDS route which is "Men are more likely to commit certain crimes or believe certain thing…
