No actually, punching the leg can deaden or loosen the muscles and make it easier to move- unless of course, you would rather she be hit with a batton, sprayed with pepper spray and then tased- that would have been the harder option (and yet still acceptable. With how much she was carrying on she was fortunate to have been treated as she was)

Standard procedure, just while the complaint is filed, I doubt a court or the investigative committee would find them guilty of anything (nor should they) and their station would know they did nothing wrong- hence that police statement saying they were trained to do that, essentially supporting them.
