It's a marketing stunt for companies that actually know what they're doing. It's a fantastic "hey look at how diverse and pro-equality we are!" but in reality they still have the qualified people doing the real, money-making work. Of course there are plenty of companies doing it wrong, and they may suffer a slow, long-term decline and death.

This is not the boy's fault, and it's not entirely the girl's fault either because it's the teacher standing right there and not preventing escalation of the situation. There's enough shown by the 10-second mark that warrants intervening. On top of that, if it ever gets to the point where people are busting their phones out to record, something has already gone wrong. It took almost a minute after for someone to intervene.
