They're both false accusations, and despite there being no evidence, BOTH still happen with convictions. I understand your point, that you THINK asking is going to avoid assaulting someone. In reality, asking someone does nothing of the sort, lady-boner killer or not. In the US in the St. Louis area short would be a hand or two above the knees. In Los Angeles short would be when you can see underwear while walking. In NYC short doesn't exist after 9PM.
