Although you can blame the majority of that on the media, they only report corruption and not good things because that's what draws views. Or blame it on the public for paying more attention to the bad than the good. Then again, you could blame it on the system itself for allowing this to continue and not doing more to cut off the systemic corruption at the root and stop letting it happen(sometimes with minimal or no consequences).
