You're right. Also I'm not even considering the possibility of someone accusing him of something after approaching a group or alone. Forget the jail time or beating he would get.... The defamation alone would be enough reason to end his career.
You can get jailed in India if you stare or something lol. Don't judge the overall system based on some creeps, it's a bit tough for men to talk to women like that since it's a 3rd world country
