I get what you are saying and I don't understand either. Probably some combination of our recent history with how women were supposed to act in the 50s on everyone's mind, along with advertising and corporations using girl power to market stuff.

Ok you started this by saying men should be able to stare at people without being seen as a creep. Stare away. You don’t have control over how other people react to you. You can think they are neurotic what do they care? I mean didn’t your mother tell you not to stare at people when you were a kid? This is like kindergarten level social skills.

Ok, sure. You can't assume someone who is just looking is a creep. But, also, there are social norms around how long it's appropriate to stare at a stranger once they are aware you've looking.
