I didn't say domestic violence wasn't illegal, but enforcement was hardly followed through with. That's obvious as there needed to be Violence Against Women Acts that had marked benefits on the reporting of DV. More than just MRAs have advocated for men here. There is no grand conspiracy against these shelters. There exist a plethora of them all over.
