Yes but Andrew Jackson isn't exactly a shining beacon of American ethics, and if you did a little further, we could easily replace 2 or 3 guys without anyone even noticing.

Sure I understand that. My point is that the military isn't just a bunch of storm troopers, and this has to be more or less concentrated in some specific demographic. This isn't prison, I've never heard of someone just being brutally raped. However I would also like to know the number of these incidents that involve alcohol or liberty. I think that may be the catalyst.

That's what I mean, with this number it would have to a lot of new guys. 38 a day is an epidemic. There may or may not be a sexual harassment/assault issue, but rape on that scale is quite unbelievable.

That number is a tad unbelievable. I am active duty and this number equates to half of the ENTIRE US Navy being raped roughly every 11 years. I feel they must be using some crazy general definition of rape. Not saying there is or isn't a problem, just that this number seems somewhat off is all.
