Effeminate has nothing to do with expressing emotions. According to the Merriam-Webster dictionary, "effeminate" literally means: "having feminine qualities untypical of a man." Women are more emotional than men, which is why they are much more likely to cry in public. So one would expect effeminate men to be similar to women in that respect.
