Eye creams are mostly a farce. They will never fix the underlying cause because...it is underlying. Primary cause of dark circles is loss of fat around the eyes, and dilation of the blood vessels underneath. It's exacerbated by sleep because the horizontal position causes more blood to be present in the area, creating the darkened effect. I think this is a fair point, but can be solved by changing extra to extensive, or some other word denoting a large amount. Considering OP is clearly not a native English speaker I think you are being a bit picky. Having considered a little more, I think a simple reason might be that in water you are buoyant, so the water assists you by decreasing the constant gravitational struggle. Less so in fresh water, where I imagine the cardiovascular struggle is increased. Obviously water provides more friction than air, but as you no longer have to compete as hard with gravity this might offset this. Just a thought, I'm far from sure on the reasons why.
