I've also found this which is the UK government's attempt at pathologizing masculinity and blaming it for men's mental health and domestic violence which is a rhetoric used by people who usually want to shift the blame on men for their(the system's) shortcoming on these subjects which caused my suspicion in the first place and I want to know your opinion on it
