Yes. And if a woman is kept from her child she too is expected to pay. Realize, a mother cannot legally keep a father from seeing their child. If the father is abusive or bad for the child it must be brought in front of a judge for them to decide. Child support is not a guaranteed access ticket to your child, it's a fullfillment if your obligation as a parent.

Yes. Supporting a child is the responsibility of those who made the child. Supporting your child has nothing to do with whether you see the child or are involved in any way. Paying support does not guarantee or buy rights to involvement. It is a basic responsibility. Anyone who makes a child is responsible for the care and raising the child financially and physically.
