They are merely the whipping boy when it comes to new legislation, like expansions of the drug war or expansions of the war in Iraq or Libya or Afghanistan or even the installation of traffic cameras (a regressive tax) with any attempt to move towards a progressive tax. Have you considered that perhaps some people want the war on drugs? Just because you do not hold the same view doesn't mean it is meant to throw poor people in jail.
