The idea is to convince drivers to get in their car and work at times they otherwise might not, and it goes up and down depending on the supply and demand. The issue is that in places where drivers just don't exist in high enough quantity, or just don't give a shit, you get absurd things like 7x surge pricing which multiplies the fare by seven times.
