I am not a lawyer, but I think it meant the spouse who didn't want to divorce could drag it out and force the other spouse to remain married to them until they could leave and spend two years apart. There also had to be fault, so it was a more adversarial system.

The law has changed in the UK. No-fault divorce in England and Wales came into effect on 6th April this year (2022). In Scotland you have to separate for 2 years (only 1 year if both spouses agree to the divorce) but then can have a no-fault divorce. Northern Ireland still only has blame-based divorce.
