So car insurance will be mandatory? I know there will be some drivers who are either uninsured (or driving without a licence) but the only way to ensure this works is to include the cover as part of the premium, and ensure that insurance companies cannot refuse to accept the risk.

Buy a safety razor. I bought one about 5 years ago after a lifetime of using multiblade disposable cartridge systems and I would never go back. There are a couple of advantages to multiblade cartridges such as safety and speed, but these are outweighed by the savings. Sorry to disappoint but there is a statistician who regularly looks into data quoted in the media (BBC Radio 4 More or Less Tim Harford https://en.m.wikipedia.org/wiki/More_or_Less_(radio_programme)) and he determined that there is insufficient data to draw a clear conclusion. On the face of it men get more penalties (code violations) but there are few examples of being penalised a game and therefore not enough data to draw a comparison. Gun's loaded and these are real soldiers. Not sure if the guard shouted a warning or not but sometimes manners have to be learned the hard way. Edit am now sure he shouted a warning but probably not in the tourists's native tongue so I guess the lesson had only one way to go...
