The Spanish had this system for hundreds of years because it makes keeping records much more clear. Researching a family tree in Spanish is way easier than in the English system. For example try figuring out who is who on a ledger with three Joe Smiths. Hispanic last names include the last names of both parents on official documents. However if someone asks for your name, it is common to just use your father's last name. The cop lady probably didn't know this and thought that her mother's last name which goes last, was her actual last name.
