When we were 1st-2nd grade, boys needs to change in the classroom (monitored by our homeroom teacher) to "avoid overcrowding the restrooms" while girls are allowed to use the restroom to change. Weird enough it only applies to 1st and second graders. Once we reached 3rd grade everyone is allowed to use the restroom to change even though the restroom isn't bigger or anything.
