Prosecutors in Germany may prosecute crimes without the consent of the victim if the general public has interest in preventing/prosecuting that kind of crimes (your sister stealing from you for example can only be prosecuted if you press charges), so that's what likely has happened in the case you're describing. Once you're 14 you can legally give consent to sexual acts, however, if it is proven that someone over 18 years old manipulated someone under the age of 16 by abusing their inexperience into having sex with them, it is a crime. So age of consent as you know it is 16, not 14.
