To be fair, it applies for the biggest margin of the population. Nobody cares about AIDS or Cancer until yourself or somebody in your entourage is suffering from it. The same goes for your rights (at least for most of the population).

Well, in all fairness Bale played in movies with far more risk than Cooper. If you play in low budget, niche movies, you don't have time to stick to tasteless blockbusters (e.g. the A-team) which will pay you a huge chunk of money regardless of being box office successes or not.
