Would it not be better to abolish all marriage and divorce laws and let people have to come up with their own legal arrangements. I think there are many factors to declining birthrates. As you said religion and cultural pressure have decreased a lot. When living on a farm, with a community, and no government safety net, then children were essential and an asset. Now people are more individualistic and children are a drain on time, energy and money.
