So whoever does more (even if it was only slightly) is going to be the ‘majority’ of offenders. Since there are more than two racial groups then it’s harder for one individual group to make up the ‘majority’ of offenders. The less they understand the seriousness of it, the more likely they probably are to laugh about it.
