There's a "stuff you should know" podcast about the rise of crack cocaine. They talk about how cocaine is/was a mostly white upper mid class drug and there were few laws against cocaine and the penalties were light. Then crack was invented and it is mostly poor blacks that use(d) it. It was almost instantly outlawed and the penalties can be up to 100 times (gram for gram) as harsh as cocaine. Even to this day.
