While she does say: “Well, I would say that everybody should be believed at first until they are disbelieved on evidence,” Clinton responded. I think its pretty clear that the context is to believe and follow up on reported crimes. It is perfectly reasonable to say, 'When a crime is reported, police must do an investigation.'
