There is no connection between people who agree this sentence vs disagree and IQ. So no, it won't be a brain drain. It will be a drain of people who feel that sentence holds water, if anything. But I think that group of people mostly are not empowered and confident enough to leave the country and live/work elsewhere (could be any direction of causality).
