I work in Downtown Brooklyn and have yet to hear about or witness this, but depending on who is around, the perpetrator would get a beatdown by locals (that is if they aren't too pansy ass to run away or be on a bike). Yet they'd get released to do it again. Maybe to test how much they can get away with? I say, after even three minor offenses they should face mandatory jail time (even if it's a week). Shoplifting does not directly harm like this does.
