The women I know "consider them" in the sense that we date until we discover this, or another deal breaker. That's what dating is. You spend time with someone to see if you work together, and break up if you don't. This is like anything else (discovering that someone doesn't do dishes, etc). Men don't typically ask women for advice on how to be "the most noticed." Men typically ask for advice on how to go from no options to any options. In those cases, changes to grooming can make a difference. A great hair cut doesn't make a guy popular. But a shitty haircut can be a turnoff to the options an average guy could have.
