There wouldn't be an explosion if waste storage was left unmonitored and unpowered. The facility would absolutely become an extremely dangerous dead zone, since there'd soon be no more water blocking radiation, and the structure itself would degrade and fall apart over time of course, but there simply isn't enough fissionable material in nuclear waste to actually cause any sort of explosion.
