Unretired women not in the workforce is encompassing women on and off welfare, married and single women. Your disparity in physical fitness requirements is there because women are only allowed in support roles. It would only make sense that if they were allowed to be engaged in active combat, that they be held to the same standards as the men. I don't know what you'd do about the sexual harassment issues. Any inmate in any prison can pick up a phone, dial a free phone number and report a victimization. These reports HAVE to be followed up on in a certian time frame. If they are not, the penalties and punishments for the prison itself. I'm certian it's done a lot of good, but I also know that given the nature of the incarcerated, it's also been used as a tool for retaliation against staff, other inmates and to manipulate the job assignments, etc.
