| 4 | Is this considered harassment?Oh, stop it. He’s not monitoring anyone. He’s at his own damn house, minding his own business. OP, this doesn’t sound like harassment, but it’s got to be unsettling and annoying. My ex used to do this as well. Eventually, it escalated to him shouting at me from the porch/street, calling me a whore etc. That WAS considered harassment by my local police dept. and they took it pretty seriously.
