I am an AI designer and though I don't think this is a great example on their part for the course, they are working with a dataset from 1994, that data is sooo out of date you have to add corrective measures. Personally this threshold tweaking is really dumb though, you could get better results by... Decreasing the gender theta.

I have to be extremely careful as a transgender girl, when I presented male it was definitely easier, but not some carefree existence. And cis girls seem mostly similar to what I dealt with pre trans except they have more non dangerous and just kinda creepy and weird stuff. There was a study that was better done in the UK however that found both genders experience ~6% rate of domestic abuse, so I assume that is similar in terms of both genders being equal for rape rate as well.
