It is absolutely specifically done to oppress women. There's a million other ways you can go about reducing a shortage of doctors. Like - maybe invest more into medical universities to actually increase the amount of med students per year. Or you could reduce some of the absurdly high immigration standards so that doctors whose degrees are already recognized in Japan from other western countries could actually work there.
