It's statutory rape, which, if they were both consenting it is not rape in the way you're thinking. Statutory rape just means one of the persons involved was below the age of consent, it does not mean it was forced on either party. I think if you can, without a doubt, prove someone lied in a rape accusation to harm or defame another person, then yes. Of course they should be punished. But rape is so fucking tricky as is, adding laws that could, even theoretically harm an accuser is bad news bears in my opinion.
