But overall even at the state level the official aoc is 16 but only under specific circumstances. "Romeo and Juliet" is state law i already referenced, you must not have read it cause all you mentioned was "significant relationship" - this is what you are referencing with position of authority. This law does not Allow adults to have sex with minor children period.
