Excessive force is still wrong and this is in fact a felony. It's not an appropriate response according to Dutch law and i'm fucking glad it isn't. Who hasn't accidentally spilled beer on somebody else in a bar or whatever? According to your fucked up logic you should be able to deck them as well, faceplant them unto the floor.
