Perhaps a little of both. The birth rate in the developed world has fallen to an all time low- not even enough to sustain the population in some cases. The US Birthrate is something like 1.3, and it takes a 2.2 to sustain the population. The US probably won't see a population plateau for a while, due to immigration.

Incorrect. My state, for example, you're considered an adult at 17, which means you have to be tried as an adult. Most states in the US, it's 16. Hell, it's 14 in one or two. In many cases, even of you haven't reached the age of consent for your state, you'll still be tried as an adult for any relatively serious crime after the age of 15.

Children have a need to be mentally stimulated at almost all times. There is a reason they find it almost impossible to sit quietly and do nothing, and that is because their brains are geared to explore and learn. It's bad to expect them to sit and be silent, and if anybody tells you how to parent, tell them to go parent their own kid, because it's none of their business.
