5	When will this be unacceptable.. This is simple incentivism. My local club does this, and ladies night is always the busiest night of the week, on a Thursday. Before 10pm, 21+ are free, after 10 21+ men $1, 21+ women free, Underage men $10, Underage women $5. No gender based drink specials. It's not the establishment's problem to fix, or the government's, just society. The root of the problem is the expectation of a man to buy a women drinks.
