The PM of Iraq turned out to be a wannabe dictator with policial opponents going missing. If the USA would have backed him they would have backed a dictator. ISIS was, at first, seen as liberators by the people if Iraq because of the PM becoming a dictator. The USA said they would help Iraq against ISIS if the PM would step down.
