Odds are it was a county jail which to some people may look like a prison. Prison is for sentenced inmates County jail is for people waiting trial or inmates sentenced to < 1 year time

I don't see the big deal. Lots of homeless people aren't actually homeless. If someone wants to stand on the corner and beg for money go for it.
