The way I look at it is someone has to join the army, it has always been men who did (be it willingly or via drafts)...but it came with benefits like the right to vote and such. Now that everyone has the rights (aka the rewards are gone), serving in the army isn't worth it and no one should be drafted yet these authoritian regimes still draft men.
