Last time this happened to me is when I realized she was talking with me for 20-25 minutes without really talking about anything instead of joining the rest of the party.. I wasnt sure how she would react if I kissed her, there were no clear signs of course... I think it doesnt matter if she likes you... but also she might be focused and not thinking about boys. But one thing you can do it wait a while and then go talk to her and propose taking a break. If she agrees you can just talk to her during the break.
