That's the real problem, people on general are so bad at that. I had to work a lot of year in public safety and take a lot of anthropology classes to become mildly enlightened to how other people have their own things going on. We do an especially bad job of teaching that to our young people.

One reason is because school dress codes in the news usually come up because a girl complains she can't wear spaghetti straps or short shorts to school. The sex/gender equality issue there is that in most cases, the dress code for boys is already way more restrictive than the one for girls, and the rule being challenged has a little more sense to it than no long hair on boys.

The other side of school dress codes (besides the don't wear something that causes a scene) is some times 'training' the students to be professional. Easy: Stats assume each rape has it's own rapist, discounts people like Pillow Case Rapist who have 40+ known victims. Targets prison time, ignoring jail time or mental health facility time. Assumes rapes that don't go to trial are not false accusations. Assumes rapes that don't end in conviction are not false accusations. Etc.
