Perhaps because the prison populations there are so huge and the gang thing is very much an ingrained part of prison life as well as in the real world (I assume). I found it was a pretty fair reflection of society in general. When I went to prison we had a lot of women in for various types of fraud to support gambling habits. In this state we had gradually removed the stages from pubs and replaced them with pokie machines. So, you had a lot of very average ordinary mums and grandmas doing quite lengthy sentences (3-4 years) for things like embezzlement at their workplaces and so on.
