It makes people uncomfortable. From a business's standpoint, they don't want their customers to be uncomfortable because they might cancel their membership. It also just demonstrates a lack of respect and self-control. Edit: However, some places, especially gyms, take things too far and have now made some customers, especially male customers, uncomfortable because they don't want false accusations or just the stress of having to constantly control their gaze.

Because women are willing to pay more. There is a lot more pressure on women to have certain beauty standards (usually placed on them by other women). Companies are also able to justify higher prices based on desired results and ingredients that most men just don't care about.
