Removing foreskin does not impede your daily functioning similar to how getting a nose job or (to take it to an extreme) sexual reassignment surgery allows you to still function "normally" (quotation marks are there because normal is subjective). It would be like saying anyone who gets a nose job is mentally ill. There are men who do a lot worse to their penises (and other parts of their body) and I don't see you calling them mentally ill. The only issue for circumcision is when practiced on children. My mom is a teacher in Canada and they are trained to report anything suspicious to the administration right away and then they decide whether or not to inform the police. There are states that have made abortion illegal or have restricted the practice to the point where it is almost impossible to get one.
