If it starts at conception, which is what it sounds like you believe, then child support payments need to start at that point and people should be able to start claiming them as dependants. If all of these states pushing up the timing for legal abortion actually had good programs to take care of the unwanted kids being born then I'd be more inclined to believe that they actually cared for the kids.
